I would advise locating a vinyl siding company and getting them to break some scraps that they ve laying around about an inch much higher than the concrete will be poured and as far out from the house as the scraps will go.

Some contractors will put expansion joint material against the brick because the concrete will crack away from the brick.
The hollow block wall is depending solely on the strength of the thin mortar bed between each concrete block.
You will be fine pouring concrete up to the brick.

If the wall exceeds four feet in height footings should be poured separately.
The best thing to do and it s the code in va is to put aluminum coil in between the wood and the concrete.
The addition of reinforcing steel to either wall system complicates the issue.
